A bit off topic, but you can do more with Photoshop than just Avatars it's totally worth getting.. well once you get the hang of it anyway

I just need to know stuff like, how do you cut images so perfectly to go on backgrounds... and how the heck do you get different image files to become layered with each other? I sound dumb, but I would really like to know!

I use photoshop.. I suggest just using photoshop, you can download a trial version on
www.adobe.com.
There are loads of tutorials to find aswel, just search on google.
To cut out images.. there are lots of different ways, the pen tool is the best way but that's quite difficult to start off with.
how about put an image on a layer, use the lasso tool to select a part, simply press delete to cut that part from the picture, do that till it's cut out.
as for selecting, if you hold shift and then select a part, it's added onto your current selection, if you hold alt and then select a part it will be removed from your current selection.
as for layers, put an image on a layer, cut it out, then if you make a new layer and drag it underneat the layer with the image on it (all done in the layer window) it will be beneath the image, if you just make it black for example all the parts underneath and around the image will be black.
each layer has it's own blending options, play a bit around with those.
a standard something for fonts could be "Bevel and emboss" and a 1 pixel black "stroke", works nicely is used A LOT though.

Just a couple suggestions. Play with the opacity on the border, when it's a little more transparent it seems "flashier". for the image you might wanna play around with feathering a bit. First click on your lassoo (either one is good magnetic, etc), then at the top it will say "feather" with a "0px" beside it. Change that number to about 15 (or more or less your choice). Then trace around your image (like of the mesmer), you can go right on the edge of the image, a few pixels outside the image, or even inside the image. Once you have done this hit Ctrl+Shift+I to invert the image. Then tap the delete key and the edges of your image should begin to "disappear". I got it from a friend, but I don't care if it's dodgy...
I already have my background for my sig, I just need to crop/cut/whatever my character and incorporate it into the background. Thanks again guys.

here some i made with what little i know about making sigs. the one i tried to make with the warrior cut out but it didnt come out as i planned. the last one is a wall paper i made for my self. nothing fancy but, i got a little carried away while making these and attempted to make one. What do you think?

Sorry to doublepost, but I felt it should be said. The link posted by Gerbill, www.pslover.com is very good. They've taught me a lot, and I just started today.
By the way, here's a sig that I made. No foreground picture, but I think the background is good for my first day of Photoshopping.^^

I agree, www.pslover.com is a fantastic site. I've learned so much in so short a time and its very easy to understand and duplicate. I've created a few sigs since I started doodling in PS a few days ago. You can find them on a web page I threw together here. Let me know what you guys think! (The bottom one is the most recent and took me about 2 hours before I finally figured out the effect that I wanted, lol)

Things to take in count while making a signature
Color scheme, make sure colors are visible on top of eachother that's really important sometimes you just want things to stand out and others not to stand out.
Try and get the hang of using Mask Layers.. they own all, with blending multiple images into eachother.
use blending modes, especially on text this can easily give a nice effect.
for example enter the blending mode screen for your text layer
simply click the boxes "Bevel and Emboss" and "Stroke" then go to the "Stroke" tab and select a different color and make the stroke 1 pixel thick.
that's the easiest and also most generic way to make your text stand out more.
